Torchwood, those staunch defenders of Earth have decided that the fugitives are exactly the sort of people (and aliens) who they need to deal with the whole “glowing rats” issue they have. Of course there is a bit of quid pro teach us how to fly a sodding Tardis and get June out of it please! So obviously the fugitives are 100% in.
